I think so. Its the guy who is averaging one of his fewest passing yards per game (222) and has his lowest QBR in his last 5 seasons. Granted Cook is having an MVP type season. I think it may be the same Josh Allen who the Bills ironically want a better balance with the running game (which has been carrying them).
