Tiebreaker only counts for 1st round. In the remaining rounds, teams with identical records alternate the order.

With a Raiders win we could potentially have the same record as other teams which means they all start rotating picks every round.

Absolutely correct. Teams have all night to call around and make deals trying to move up and get it. They have time to rearrange their boards to see who’s left and more often than not want someone bad.
